Bios
Ann E. Murphy attended Port Huron Area Schools K-12 and is a 1966 graduate of Port Huron High School. Ann graduated from Albion College in 1970 and taught life and physical science at Adams Jr. High in Wayne/Westland from 1970-74. In 1974, Ann retired from teaching and she and her late husband John raised four children, Todd, Brian, Katie and Megan in the Port Huron Area School District. In 1993, Ann revived her career in education teaching biology for 15 years at Port Huron Northern High School. She served as an interim assistant principal at PHN during the 2008-09 school year. Ann retired for a second time in June of 2009 and is honored to have the opportunity to serve our students and our district as a Trustee of the Board.

Denise M. Brooks

Denise M. Brooks is the former President/CEO of the YMCA of the Blue Water Area. Denise retired from the YMCA after 12 years. Previously, she was President of the Port Huron Hospital Foundation and worked at Port Huron Hospital for more than 18 years. She currently serves on the grants committee of the Community Foundation of St. Clair County and previously completed a six-year term on the board of St. Clair County Community College.
She earned a Master of Arts Degree in Management and Supervision from Central Michigan University and a Bachelor of Arts Degree from Michigan State University after transferring from St. Clair County Community College. She is a loyal Big Red!

Frank M. Partipilo

Frank M. Partipilo and his wife Tricia have two daughters who both attend Port Huron Area Schools. He attended the University of Michigan, Ann Arbor and graduated in 2001 with a Bachelor's of Arts degree in History. Upon graduation he attended and graduated from Michigan State University College of Law Magna Cum Laude in 2004. Since then he has worked in Port Huron as an attorney specializing in Social Security disability, personal injury and worker's compensation. In addition, he coached the Port Hurch High Mock Trial team for 12 years. He has served on the Board of Directors at Port Huron Golf Club as President, Vice-President and Treasurer and currently sits on the St. Clair County Bar Association Board of Directors. Frank is honored to be able to serve the Port Huron area in this role and looks forward to helping all of the Port Huron Area students reach their full potential. frankmpartipilo@gmail.com

Presently serves as an Extension Educator in the Greening Michigan Institute on the Government/Public Policy work team and the Community Food Systems work team.
Previously has served as a District Coordinator for Michigan State University Extension from 2010-2017. Served as a County Extension Director in Shiawassee County from 2006-2010 providing community and economic development program expertise. Served as the Deputy County Administrator for St. Clair County, responsible for the coordination and supervision of all internal service functions and facilitated numerous corporate initiatives and external projects on behalf of the Board of Commissioners and the County
/Controller. Served as the County Director for the Michigan State University Extension in St. Clair County from 1999-2001 focusing on programs in community development and State/Local Government education. Previous to the director's role with MSUE, served as the 4-H/Youth Educator from 1996-1999.
Graduated from Oakland University with a B.S. degree in Human Resource
Development and Psychology and received his Masters of Science in General
Administration from Central Michigan University.

Timothy A. McCulloch

Timothy A. McCulloch is not new to the Board, having previously served as a trustee from 2010-2014. He currently is on staff at Colonial Woods Missionary Church, serving as their Business & Finance Director since December 2014. Tim worked for the City of Fraser as the Finance Director/Treasurer prior to coming to Colonial Woods.
Tim and his wife, Joann, have been married since 2002, and have three daughters who attend Port Huron Schools

Laurie L. Oldford graduated from Central Michigan University and began her teaching career in the Port Huron Area School District. She has a Master of Social Work degree from Wayne State University and a Master of Arts in Teaching with an Early Childhood Endorsement from Oakland University. Laurie taught in Special Education and Early Childhood Education classrooms for 10 years and went on to become a School Social Worker, working in the majority of the schools in the PHASD for over 19 years. She developed and implemented Conflict Resolution Programs throughout the district, which included Peer Mediation, Staff

Jessica L. Totty

Jessica Totty is a dedicated and determined Mexican -American Indian, wife, grandmother, nurse, minister, and active community member. Over 25 years ago Jessica, and her husband, Kevin, moved to the Blue Water Area and decided to stay and raise their family. Their children attended and graduated from Port Huron Area Schools. Jessica has three grandchildren. Jessica is a graduate of Nursing from St. Clair County Community College. Jessica has worked at Lake Huron Medical Center for the past 23 years. Jessica is an ordained minister through the International Council of Community Churches, and serves as a chaplain for the Port Huron Police Department. Pastor Totty, has volunteered in the prison ministry for over 15 years, bringing hope to people as they transition to a fruitful life. Jessica believes in giving back to the community. Jessica will utilize her experience, knowledge, and years of community involvement to actively support the students, teachers, parents, and public of our Port Huron Area School District.

Brian E. Winters was elected to the Port Huron Area School District Board of Education in November of 2014. He, his children, and his stepchildren all attended Port Huron Schools. Brian and his wife Barb currently have three (3) grandchildren in the District; 2 in elementary and 1 in high school. He retired in 2017 after 46 years in K-12 and post-secondary public education, with 28 of those years as an elementary principal. Brian worked as an administrator in three (3) other school districts in Michigan and in the P.H.A.S.D. for 25 years as a teacher and administrator at Grant Elementary, and as an administrator at Lakeport, Roosevelt, Ward-Cottrell (Marine City), and Michigamme Schools. As a member of the Michigan Association of School Boards, he has completed 48 C.B.A. Units (Continuing Educating Units) and 70 E.D.U.'s.He is a passionate advocate for children and for those who work on their behalf and is committed to creating a culture of excellence through open communication and mutual respect.
Brian and Barb, have five adult children and eight grandchildren. He attends First United Methodist Church in Port Huron and sings in the Sanctuary Choir. Mr. Winters is a lifelong resident of Port Huron and continues to live within the city.
